Energy Efficiency
Dave was instrumental with his support and hard work to pass the 2018 1-MILL Property Tax Referendum. The mill provides approximately $37 Million per year for school district operating funds. These funds are use for teacher pay (to keep Highly Effective Teachers in Manatee County), innovative STEM education, and other district initiatives.

In 2020 Dave made a successful motion to approve a set of contract provisions to insure agreements related to architecture, engineering and construction services would include a guarantee on air quality and energy usage. Dave realized the urgency to take positive action in combating climate change.
Financial Transparency
Dave was instrumental in establishing a Volunteer Audit Committee composed of C.P.A.s to monitor District Finance.
Fiscal Responsibility
Dave’s attention to the bottom line helped increase the District’s total fund balance by over $20 million between 2012 and 2019 and, as a result, significantly upgraded Moody’s, Standard and Poor’s and Fitch Financial ratings.
School Improvement / Academic Achievement
In 2013 the Manatee School District had 18 D or F schools. In 2019 the District eliminated all F schools and had only 2 D schools. Between 2012 and 2019 the District improved its ranking in Florida from 46th out of 67 to 28th.
Fought Special Interests
Authored Resolution Ending Developer 50% Impact Fee Discount.
Leader in Student Health
Instrumental in requiring elementary students being allowed at least 20 minutes of recess per day, preserve McKelvey Park, and stop sell-out to developers of district green spaces that would endanger our children.
